Elm Avenue North will become a through street after the removal of north and southbound stop signs at the intersections of Elm Avenue North/Vine Street East and Elm Avenue North/Pearl Street East.
These traffic control changes were recommended after traffic studies were completed and none of the criteria dictated in the Minnesota Manual on Uniform Traffic Control Devices Guidance for a Multi-Way Stop were met.
