A public hearing is planned for Tuesday, March 3, 2026 at 7:00 pm in Chambers of the Charles S. Crandall Center.
This public hearing relates to two items for a proposal concerning:
(1) the adoption of a five-year capital improvement plan (the “Plan”)
(2) the issuance of general obligation bonds (the “Bonds”) under the Plan to finance capital improvements described in the Plan, including but not limited to certain capital improvements in the City, including but not limited to the acquisition, design, construction, betterment, and equipping of a new police station and a new fire station in the City, all pursuant to Minnesota Statutes, Section 475.521.

The winter parking clause in the City of Owatonna parking ordinance goes into effect November 15 at midnight and will remain in effect until March 31, 2026.
If you need to park a vehicle on the street between 12:01 a.m. and noon, you should park on the even house numbered side of the street on even numbered calendar days and on the odd numbered house side of the street on odd numbered calendar days. If you park your car after noon and intend to leave it parked overnight, you should anticipate the midnight date change. It is the responsibility of hosts to notify visitors or guests of the odd/even side winter parking restriction.
Odd/Even parking enforcement is not contingent on an impending snow event. It is the objective of the city to educate community members and seek voluntary compliance, followed by consistent enforcement for a significantly more effective and efficient street maintenance operation.
