Park Master Plans
The Park and Trail System Master Plan, adopted in February 2020, is intended to serve as a long-term planning guide for the parks and trails into the future.
WSB Engineering developed the plan, working closely with staff and seeking a wide range of public input.
Developed in 2022, concept plans were created for connecting the Buxton Trail and the North Straight River Parkway.
Plans were approved by the Park Board in March 2023 and by the City Council in May 2023.
Developed in 2022, concept plans were created for the future use of Cashman Park.

Developed in 2022, concept plans were created for the future of four park areas, creating the Owatonna Regional Park. As suggested the system master plan, the current Morehouse Park, Kaplan's Woods Parkway, Lake Kohlmier and Kaplan's Woods areas combined to create this regional hub.
The Park Department is applying for Regional Designation for this park through the Greater Minnesota Park and Trail Commission. After initial review in March and April of 2024, the park received a "High" rating for designation and is approved to move to the Master Planning stage of designation. After a park has been vetted through all stages of the commission's designation process, it allows the park to apply for Legacy Funds for development or improvements.
