  • Matthew Spurgeon (48) of Owatonna was formally charged with 2nd degree DWI test refusal, stemming from a traffic stop.
  • Alexander Cruz Corona (33) of Owatonna was formally charged with 1st degree criminal sexual conduct- penetration or contact under 14, and 1st degree criminal sexual conduct- penetration under 16/ significant relationship- multiple acts stemming from an investigation conducted by our child protection detective.

Super Bowl Sunday: What’s Your Game Plan?

The Super Bowl is one of the most anticipated events of the year, but it can also be a dangerous time on our roads due to impaired driving. Whether you enjoy the excitement of the big game or just watch for the commercials, make sure you have a solid "Game Plan" for the night. 

If You Are the MVP (The Designated Driver)

Taking the role of the designated driver means people are relying on you for their lives.

  • Commit to Zero: Stay 100 percent sober. Enjoy the food and the non-alcoholic drinks, but skip the alcohol and drugs entirely.
  • The "No Click, No Go" Rule: Don’t put the car in gear until every passenger is buckled up.
  • Be the Closer: If a friend tries to drive after drinking, take their keys. It might be awkward, but it’s better than a tragedy.

If You Are in the Stands (The Party Guest)

Driving impaired is illegal, period. Even a small amount of alcohol or THC can affect your ability to safely react.

  • Choose Your QB Early: Identify your sober driver before you head out. 
  • Have a Backup Plan: If your designated driver unexpectedly decides to drink, don't risk it. Call a rideshare, a taxi or a sober friend.
  • Buckle Up: Your seat belt is your best defense against impaired drivers on the road.

If You Are the Coach (The Party Host)

As a host, you are responsible for the safety of your guests.

  • Pre-Game Check: Be sure your guests have a plan for a sober ride home.
  • Hydration Matters: Have water and non-alcoholic options available. 
  • Protect Minors: Never serve alcohol to anyone under 21. In Minnesota, hosts can be held liable for injuries or damages caused by underage drinking at their parties.

The City of Owatonna invites community members to attend an upcoming open house to learn more about plans to build new police and fire facilities that meet the needs of the community and first responders. The open houses will take place February 26 from 4 until 6 p.m. in the City Council Chambers at City Hall to provide community members with flexibility to attend the date that works best for them.

After serving the community well for many years, Owatonna’s current police and fire stations no longer meet modern public safety standards. Aging infrastructure, limited space and outdated systems affect safety, efficiency and emergency response — making it increasingly difficult for first responders to deliver the level of service residents deserve.

Over the past two years, the City has carefully evaluated public safety needs and developed a long‑term plan to address these challenges. The proposed plan includes building a new fire station on the site of the current Law Enforcement Center and a new police station on the West Hills Campus. These locations were selected to support efficient operations, fast emergency response and responsible use of taxpayer dollars by building on properties already owned by the City.

At the open houses, residents can explore self‑guided information stations, ask questions and learn how the proposed facilities will support public safety operations and serve the community for decades to come.

Immigration enforcement in Owatonna

The City of Owatonna and the Owatonna Police Department (OPD) are committed to providing a safe, secure and respectful community for all. While the level of U.S. Immigration and Customs Enforcement (ICE) agents’ presence in the Owatonna area varies at any given time, information is available to help community members be informed and prepared for potential interactions. 

Visit owatonna.gov/police to view a recent publication “Immigration Enforcement in Owatonna.” It contains a list of what local police officers will and will not do, OPD’s role regarding immigration and other resources available. This will also be available in Somali language very soon.
