Mayor for a Day!

 The League of Minnesota Cities is hosting its annual "Mayor for a Day" Essay Contest, inviting fourth, fifth and sixth grade students from across the state to share their ideas for improving their communities. Students are encouraged to think creatively and write about what they would do if they were mayor for a day. The contest is a fun way to spark interest in local government and civic engagement at a young age. Selected winners will have their essays published and may receive special recognition from the League. It's a great opportunity for students to make their voices heard! Captain Sorensen recently completed the Administrative Officers Course of the Southern Police Institute at the University of Louisville Kentucky. This course has been offered since 1951 and is an integral part of the Department of Criminal Justice as an advanced educational and training institute whose mission is to enhance the professional development of law enforcement practitioners. Winter Hazard Awareness Week

November 17-21

As the season turns to fall and the air turns crisp, a Minnesota winter is soon on the way. When the gloves and boots are pulled out of the closet, it is time to refresh everyone’s winter safety knowledge and skills and get prepared for winter weather.

Each year, the National Weather Service and the Minnesota Division of Homeland Security and Emergency Management promote winter safety and preparedness for everyone, whether they are in their homes, on the road, at work or at play. Unfortunately, many people each year suffer needlessly because they are unaware of or unprepared for the potential dangers of the winter season. Winter safety information is being presented each day the week of November 17 through 21:

  • Monday: Winter Weather Overview – winter weather warnings and alerts
  • Tuesday: Outdoor Winter Safety – what to wear, ice and snowmobile safety
  • Wednesday: Winter Fire Safety – winter fire facts and safety tips
  • Thursday: Indoor Winter Safety – carbon monoxide facts and other indoor hazards
  • Friday: Winter Driving – auto safety, preparations on the road and during winter storms

Winter Parking Restrictions

Effective beginning November 15 regardless of weather

The winter parking clause in the City of Owatonna parking ordinance goes into effect November 15 at midnight and will remain in effect until March 31, 2026. If you need to park a vehicle on the street between 12:01 a.m. and noon, park on the even house-numbered side of the street on even-numbered calendar days and on the odd-numbered house side of the street on odd-numbered calendar days. If you park your car after noon and intend to leave it parked overnight, anticipate the midnight date change. It is the responsibility of hosts to notify visitors or guests of the odd/even side winter parking restriction.

Odd/even parking enforcement is not contingent on an impending snow event. The City’s objective is to educate community members and seek voluntary compliance, followed by consistent enforcement for effective and efficient street maintenance operations.

Use the Owatonna Winter Parking Map App to see where parking is allowed and areas that are exempt from the winter parking restriction. Use it to easily search for an address to determine the odd and even sides of streets.

  • Green lines: even side of the street
  • Red lines: odd side of the street 
  • Black lines: streets that are exempt from the winter parking ordinance due to restrictions 
  • Yellow lines: will appear during 12:01 a.m. and 12:00 p.m. (noon) to indicate the side of the street to park on if the area is not restricted

Leaf Raking Reminder

Please do NOT rake or blow leaves into the street

The City of Owatonna would like to remind residents to not intentionally dispose of leaves or other debris into streets or alleys. Doing so violates City Ordinance 52.28, which is punishable by fine, and contributes to excessive costs related to increased phosphorous in area waterways and added wear on equipment to treat it.

What should residents do with all the leaves?

Leaves can be bagged and taken to the Compost Site at 400 32nd Avenue West, mulched with your lawnmower and left to break down to provide valuable nutritional benefits to the lawn or left as is to break down naturally. Street Maintenance crews are continuously running the street sweeper to clear leaves that have fallen into the roadway and settled in the gutter.

Season Wrap Up

Although the golf season has ended, it’s never too early to begin planning for next year. Treat yourself by joining one of the weekly leagues or put a Brooktree season pass on your holiday wish list. Passes for 2026 will be available in December.

Water Aerobics

Classes are designed for an aerobic workout that focuses on movement of the joints, muscles and heart in a comfortable, small pool with a water temperature of approximately 90 degrees – ideal for rehabilitation and arthritis. Numerous classes are offered (with limited class sizes) each week. Registration for December sessions opens November 19 and the second to the last Wednesday of every month for the next month. The fee is just $5.50 per class. Register online at owatonna.gov.

Become a Water Safety Instructor

Are you looking for a fulfilling way to make a positive impact in the community? Consider becoming a Water Safety Instructor (WSI)! Water safety is a critical life skill for all ages and certified instructors play a vital role in teaching people how to stay safe in and around water.

Adults are particularly well-suited to becoming WSIs. Their life experience, patience and leadership skills make them a natural fit for teaching children and adults. By taking a WSI course, participants learn tools to teach swimming and water safety skills in a structured, effective way. Whether they’re helping beginners overcome a fear of the water or coaching seasoned swimmers to improve their technique, the satisfaction of making a lasting impact on others can be priceless.

WSI certification offers more than just the chance to teach—it opens doors to rewarding opportunities. WSIs can work at community pools, swim schools, water parks and even private clubs. It's a great way to stay active, earn extra income and connect with others while doing something meaningful.

Because drowning prevention is a hot topic, especially for children, the demand for WSIs is high. Becoming a certified WSI to gain skills that will save lives, boost confidence, and promote healthy lifestyles.
