Citywide Parking Restrictions 

November 15 - March 31

OWATONNA, Nov. 13, 2025 – The winter parking clause in the City of Owatonna parking ordinance goes into effect November 15 at midnight and will remain in effect until March 31, 2026.

Those who need to park a vehicle on the street between 12:01 a.m. and noon should park on the even house numbered side of the street on even numbered calendar days and on the odd numbered house side of the street on odd numbered calendar days. If you park your car after noon and intend to leave it parked overnight, you should anticipate the midnight date change. It is the responsibility of hosts to notify visitors or guests of the odd/even side winter parking restriction.

Odd/even parking enforcement is not contingent on an impending snow event. It is the objective of the city to educate community members and seek voluntary compliance, followed by consistent enforcement for a significantly more effective and efficient street maintenance operation.

The City’s easy-to-use Winter Parking Map app shows where to park during winter months. The winter parking map can be found by visiting owatonna.gov/publicparking, Winter Parking Map or by scanning this QR code. 

These restrictions do not apply to streets where parking is limited to one side, cul-de­sacs with both even and odd house numbers, or streets with more restrictive parking requirements such as those in the downtown area. City parking lots in the downtown area may be used for overnight parking. Watch for signs in lots stating parking restrictions. Restrictions also exclude street parking within two blocks of religious facilities for regularly scheduled weekend services, holiday services, funerals and weddings. Street parking in these areas is allowed one hour prior and one hour after the scheduled service times or events.  

The City of Owatonna is committed to using snow removal methods that utilize staff, equipment and other resources as safely and efficiently as possible and informing the community about parking restrictions to prevent the need to ticket or tow vehicles. Local business owners and residents have a responsibility to be aware of and comply with parking restrictions.
