2025 City Council Organizational Meeting

The City Council will hold its Organizational Meeting January 7 during its regularly scheduled meeting. The Oath of Office will be administered to those elected in the 2024 General Election as they begin their four-year terms:

  • Mayor, Matt Jessop – newly elected 
  • Council Member at Large: Doug Voss – re-elected          
  • Council Member Ward 2: Don McCann - newly elected
  • Council Member Ward 4: Kevin Raney- re-elected 

The City Council will select a new Council President and Vice President and then act on the following annual organizational designations:

  • Depositories and signatories
  • Responsible Authority for data practices
  • Official newspaper of record
  • Inspector for weed, junk and nuisance violations
  • Council appointments to Boards and Commissions 

Owatonna residents are invited to attend the meeting or view it online at Owatonna.gov.

Owatonna’s 2025 Dr. Martin Luther King, Jr. Day Celebration

All are welcome!

Everyone is welcome to attend the annual Dr. Martin Luther King, Jr. presentation January 20 at the Steele County History Center. This event will be hosted by the Owatonna Human Rights Commission and co-sponsored by Rainbowatonna, Alliance for Greater Equity and Riverland Community College.

Doors open at 11:30 am with lunch served at 12:00 noon. Featured speaker, Seema Pothini, will begin her presentation at 1 p.m. She is an acclaimed author and Lead Equity Specialist for the Equity Literacy Institute. Registration is required. Bold & Cold Festival

January 21-26

The Parks & Recreation Department will host its annual Winter Weekend Out, once again, in collaboration with the Owatonna Area Chamber of Commerce & Tourism’s Bold & Cold event. The event provides an opportunity for community members to enjoy time with family and friends and includes several new activities this year. Snowmobiles Use in City Limits

The Owatonna Police Department would like to remind snowmobilers about the City ordinance regarding operating snowmobiles within city limits. Highlights of the ordinance are summarized below:

  • A snowmobile may only be operated on a city street going to and from the city limits and on the most direct route.
  • It is unlawful to operate on private property without written permission from the property occupant or owner.
  • Snowmobiles may not be operated on school grounds, park property, playgrounds, recreational areas or golf courses.
  • Snowmobiles shall not create loud or unnecessary noise to create a public nuisance.
  • Snowmobiles shall not be used in a careless or reckless manner.
  • Snowmobiles shall not be operated in the downtown area.
  • The speed limit of a snowmobile operated in the city limits is 15 miles per hour.

Winter Parking Reminders

Even when there is no snow

This has been a unique winter thus far with higher-than-normal temperatures and minimal snowfall. What isn’t unique to Owatonna is the City’s winter parking ordinance. On even-numbered calendar dates, vehicles may be parked on the side of the street with addresses that have been assigned even numbers. On odd-numbered calendar dates, vehicles may be parked on the side of the street with addresses that have been assigned odd numbers.

Parking restrictions are enforced nightly from November 15 through March 31 regardless of weather conditions.

The Winter Parking Map web app shows parking restrictions in place from November 15 through March 31 to facilitate effective snow removal and other street maintenance.
