Owatonna’s 2025 Dr. Martin Luther King, Jr. Day Celebration

All are welcome!

Everyone is welcome to attend the annual Dr. Martin Luther King, Jr. presentation January 20 at the Steele County History Center. This event will be hosted by the Owatonna Human Rights Commission and co-sponsored by Rainbowatonna, Alliance for Greater Equity and Riverland Community College.

Doors open at 11:30 am with lunch served at 12:00 noon. Featured speaker, Seema Pothini, will begin her presentation at 1 p.m. She is an acclaimed author and Lead Equity Specialist for the Equity Literacy Institute. Registration is required. New Police Department Contact information

The Owatonna Police Department Records Division has new contact information following the recent move of the Steele County Sheriff’s Office Records Division. The Police Department is still located at 204 East Pearl Street. The County records division moved to the Steele County Detention Center located at 2500 Alexander Drive. The Owatonna Police Department’s new phone number is 507-774-7200. The email associated with requesting records has also been changed to police@owatonna.gov. The Police Department records and reception area is open weekdays from 8 a.m. until 4:30 p.m. excluding holidays.

Sharing the Trails in the Winter   

The use of Owatonna’s parks and 17-plus miles of trails has increased over the past year as shown by full parking lots and busy trails. Nothing beats a sunny, snowy, fresh day outside. These recreational amenities attract fat-tire bikers, snowshoers, cross-country skiers, hikers, joggers and dog walkers.

It is important for trail users to know how to share these resources so everyone has a great experience! Trails are groomed specifically for various uses and should be used as shown to preserve them. Trails with a distinct track for two skis should only be used for skiing. Groomed fat tire bike trails are narrow. Gravel, woodchip and rustic trails are groomed whenever possible if they are wide enough for the groomer to get through. Paved trails are broomed off after each snowfall so they are easy to use. Please use these on warm days with more slushy conditions to help keep other trails in good shape. Sign up at Owatonna.gov to receive trail notifications.

Indoor Water Aerobics

The Parks, Recreation & Facilities Department offers classes at the West Hills Tennis and Fitness Center designed for an aerobic workout promoting movement of the joints, muscles and heart. The small pool environment and comfortable water temperature of approximately 90 degrees is great for rehabilitation and arthritis. Numerous classes are offered; however, class sizes are limited. Salt Smart!

Deicing salt accounts for approximately 75 percent of chloride found in waterways. Chloride in water has significant negative impacts on wildlife, the environment and humans. Knowing how much salt to use and the best time to apply is critical to protecting the environment while keeping driving and walking surfaces safe.

The City is pleased to announce that all winter maintenance crew members are Smart Salting Certified! The Minnesota Pollution Control Agency provides Smart Salting Training and Certification to improve operator effectiveness and reduce chloride pollution. Participating organizations have been able to reduce their salt use by up to 70 percent. Learn more about Smart Salting Certification and best practices by visiting stormwater.pca.state.mn.us.

Stormwater Utility Fee Update

Updated rates effective January 1, 2025

During the November 19 City Council Meeting, an amendment to Stormwater Ordinance 52 to adjust stormwater utility rates was approved. The rates will go into effect January 1, 2025.

2025 Monthly Fee = $5.14 per Equivalent Residential Unit (ERU)

How is the Rate Calculated?

  • Non-Residential Monthly Fee = Current Rate X ERU X Intensity Factor
  • Residential Monthly Fee = Current Rate

The last rate study and schedule update was in 2015. Owatonna’s stormwater rates have not been adjusted for inflation since 2023 and no changes were made during years 2019 through 2022. See the proposed fee schedule and example below.
