2024 City ElectionsThere are two elections planned this year - the 2024 Primary Election on August 13 and the 2024 General Election on November 5. The City’s elected positions to be voted on during the 2024 General Election in November are Council Member-at-Large, Council Member Ward 2*, Council Member Ward 4 and Mayor*. Each is a four-year term beginning in January 2025. The positions marked with an * indicate the current elected official has announced they will not be seeking reelection. Candidates must file to become a candidate for one of these offices between July 30 and August 13 at the City Administration Office at City Hall, 540 West Hills Circle. Concerns that do not require an immediate response, such as potholes, broken playground equipment, ordinance violations and stormwater issues can be reported online. The following categories have been established for community members to report issues: - Parks and Recreation – broken park equipment, graffiti, trails, park sidewalks, park signs, park trees
- Signs & Signals – request a sign for deaf, blind or autistic person, street sign maintenance, traffic signals
- Streets and Sidewalks – potholes, roadway damage/debris, snow/ice removal, curbs/sidewalks, mailbox or property damage due to street operations, boulevard trees, street sweeping
- Stormwater – clogged storm sewer, stormwater pond, flooding, pollution
When the City of Owatonna receives a report, it is added to a work order list that is monitored City Staff. Reports received may appear to be outstanding for an extended period of time. This is to be expected as staff often address issues such as minor pot holes and tree trimming using a systematic approach and planning work in sections of town to increase efficiency. Please be assured that all reports will be addressed when crews are in the area. Severe issues and ordinance violations are addressed immediately. Sign Up for Citizen AlertsAnyone can receive alerts about emergencies and other important community news by signing up for the Steele County Emergency Notification System. This notification system enables emergency agencies to provide residents with critical information quickly in a variety of situations such as severe weather, unexpected road closures, missing persons, evacuations of buildings or neighborhoods and criminals that may pose an immediate threat to public safety or property. Stormwater ProjectsManaging Stormwater Improves Water QualityThe City of Owatonna is in the process of gathering information to complete a comprehensive surface water management plan (SWMP). The SWMP provides a roadmap for implementing stormwater infrastructure improvement projects, meeting current and future capacity needs, improving the community’s climate resiliency, and improving the water quality of our local waterbodies. A draft Comprehensive SWMP will be available for comment soon.

Community Flood Survey & Climate Resiliency PlanningThe City of Owatonna received $88,380 in Minnesota Pollution Control Agency (MPCA) grant funding to be used for planning projects to improve stormwater, wastewater and community resilience. Minnesota’s climate is changing which is causing harmful effects in communities across the state. The impacts experienced include health and safety risks, overwhelmed infrastructure, damaged property, trees and culturally important native species dying and the inability of population centers to cool off overnight. The City of Owatonna has taken the following climate resiliency actions: - Identified improvements to stormwater infrastructure located in flood risk priority areas within the Environmental Justice Areas to protect economically vulnerable homes and businesses.
- Developed a climate response plan for underserved portions of Owatonna to maintain access to integral community services during future flood events.
- Provided scientific basis for upcoming stormwater utility rate updates, development of the next 10-year capital improvement plan, and state funding grant applications.

Pollutant Reduction StrategyAs part of the City’s Stormwater Pollution Prevention Program (SWPPP), Owatonna is required to identify sources of pollutants and develop a plan to make progress toward reducing and preventing pollutants from entering lakes and streams to keep them swimmable, fishable and to support aquatic plants and animals. Many of the water bodies within the Cannon River Watershed are classified as impaired waters. Impairments are due to excess nutrients, sediment and bacteria. The City of Owatonna partnered with WHKS to develop a Pollutant Reduction Strategy to meet Total Maximum Daily Loads (TMDLs) and Waste Load Allocations (WLAs) goals for phosphorus, turbidity and fecal coliform.
