April 3:- Joint Powers Board FOR Rice & Steele 911 Center at 4 p.m. in the Commissioner’s Room at the Rice County Government Building, 320 Third Street NW in Faribault.
April 9:- First of two 2024 Strategic Planning Sessions from 8 a.m. until 4 p.m. at Torey’s, 208 North Cedar Avenue. City Council Members, Mayor and City staff will meet to evaluate last year’s accomplishments and plan strategic goals and priorities.
- Planning Commission Meeting at 5:30 p.m. in the Chambers of the Charles S. Crandall Center, 540 West Hills Circle.

May 7 Public Hearing to Support 2024 Capital ProjectsCity Council and staff are taking steps to address and plan near- and long-term infrastructure needs in a way that delivers the highest value for taxpayers. Owatonna’s Long Range Asset Plan will guide decisions on how to address improvements on current facilities as well as how to plan, grow and invest in Owatonna’s future facilities. At its April 2 meeting, the City Council scheduled public hearings for May 7 related to 2024 capital projects. These hearings are a required step to issue bonds to fund the projects. The projects include the capital improvements underway at Merrill Hall and repurposing the Law Enforcement Center. The improvements being funded were identified in analysis of existing City-owned buildings by ICS, the consultant selected to help City staff identify and prioritize its buildings and facilities needs. Public Hearing on Five-Year Reconstruction Plan Set for May 7At its April 2 meeting, the City Council scheduled a public hearing for May 7 to approve a five-year street reconstruction plan. Following approval of the plan, the City can issue street reconstruction bonds to help fund projects planned for completion in 2024. 2024 Street ProjectsThe 2024 projects expected to be completed this fall include the following areas: - McKinley Street SW: Lilac Avenue to Linn Avenue
- Anderson Place SW: McKinley Street to the cul-de-sac
The projects will be financed through a combination of City funds and special assessments. The total cost to be assessed to 24 property owners is estimated at $90,516. 2025-2028 Street ProjectsThe streets identified for reconstruction in 2025 through 2028 are tentative and may change based on ever-changing road conditions, funding sources and several other factors. Door-to-Door SalesWarm weather increases the number of merchants arriving in Owatonna to sell their goods door-to-door. City ordinance requires transient merchants and solicitors to obtain a City-issued permit. Prior to issuing permits, the applicant’s identification is verified and recorded. Solicitor Permits are available at no cost. Transient Merchant Permits are available with a fee to cover the cost of background verifications completed prior to issuing permits. Permits are valid for one year. Permit applications are available at Owatonna.gov. The City does not endorse merchants or products. Residents are advised to ask solicitors to display their City-issued permit. If they do not have one, residents can advise them to apply for a permit at City Hall. Any questionable activities of solicitors should be reported to the Police Department’s non-emergency phone number 507.444.3800.

Severe Weather Awareness Week April 8-12The Owatonna Fire Department is joining the Minnesota Department of Public Safety and the National Weather Service to promote general weather safety for Severe Weather Awareness Week. This is the perfect time for residents to practice their preparedness for the variety of severe weather hazards that occur in Minnesota. Each day of Severe Weather Awareness Week highlights an important weather safety topic: - Monday: alerts and warnings
- Tuesday: severe weather, lightning, and hail
- Wednesday: floods
- Thursday: tornadoes (with statewide tornado drills)
- Friday: extreme heat

Calling All Third GradersIt’s time for Safety Camp! Steele County will host a two-day “Kids Safety Camp” June 6 and 7. This two-day event is for kids who are in third grade during the 2023-2024 school year. Along with fun and games, the kids will learn about fishing safety, boat/canoe safety, camping/hiking safety, bike safety, firearms safety, first aid, electrical safety, fire safety, outdoor equipment safety and much, much more. Join us April 11 at 6:30 p.m. in the Gainey Room at the Owatonna Public Library to learn about the forgotten history and the organized traditions of prejudice and nativism in our region.
