City of Owatonna Weekly Meeting Schedule

The public is invited to attend the following City meetings this week. Agendas, meeting minutes and City Council packets are available in the Agenda Center on the City’s website: https://owatonna.gov/agendacenter.

October 23: Housing & Redevelopment Authority Meeting at 4 p.m. in the Second Floor Conference Room at City Hall, 540 West Circle Drive.

October 24: Owatonna Public Utilities Commission Meeting at 4 p.m. in the Morehouse Meeting Room at OPU, 208 S Walnut Avenue. Planning Commission Meeting at 5:30 pm in the Gainey room at the Owatonna Public Library, 105 North Elm Avenue.

National Prescription Drug Take Back Day

October 28, 2023 from 10 a.m. to 2 p.m. 

The Owatonna Police Department, in collaboration with Steele County Public Health Officials, are participating as site hosts for the Drug Enforcement Agency (DEA)’s National Prescription Drug Take Back Day on Saturday, October 28, 2023 from 10 a.m. until 2 p.m. at Walmart, 1130 W. Frontage Road, in Owatonna.

The National Prescription Drug Take Back Day aims to provide a safe, convenient and responsible means to dispose of prescription drugs. Public safety and public health officials encourage citizens to participate in this program to dispose of unused or expired prescription drugs to prevent misuse and accidental ingestion that could lead to devastating effects such as addiction, poisoning and even death.

“Our department is pleased to work with Steele County and Walmart to provide this opportunity,” said Police Chief Jeff Mundale. “Removing unneeded prescription medications from homes helps prevent misuse and ensures proper disposal.”

Winter Parking Restrictions Begin November 15

The Owatonna Police Department would like to remind community members of the upcoming winter parking clause in the City of Owatonna parking ordinance which goes into effect beginning November 15 and remains in effect until March 31, 2024. The purpose of the ordinance is to facilitate snow removal and street maintenance.

If it is necessary for you to park a vehicle on the street between 12:01 a.m. and noon, you should park on the even house numbered side of the street on even numbered calendar days and on the odd numbered house side of the street on odd numbered calendar days. If you park your car after noon and intend to leave it parked overnight, you should anticipate the midnight date change. Also keep in mind that in December and January, there are two odd days in a row, December 31 and January 31. It is the responsibility of hosts to notify visitors or guests of the odd/even side winter parking restriction.

Odd/Even parking enforcement is not contingent on an impending snowstorm or a snow event. It is the objective of the Owatonna Police Department to educate community members and seek voluntary compliance, followed by consistent enforcement for a significantly more effective and efficient street maintenance operation.

Use the Owatonna Winter Parking Map App to see where to park where parking is allowed and areas that are exempt from the winter parking restriction. Easily search an address to determine the odd and even side. Please review the initial screen for pertinent information that explains how to interpret and understand the winter parking restriction. A green line indicates the side that is even. A red line indicates the side that is odd. A black line indicates this area is exempt from the winter parking ordinance due to restrictions. A yellow line will appear during 12:01 a.m. and 12:00 p.m. (noon) to indicate the side of the street you should park on if the area is not restricted. You can also access the Winter Parking Map App by scanning this QR code.

High School Firefighter Program

New offering for students this year

The Owatonna Fire Department is excited to partner with Riverland Community College to host a High School Firefighter Program for eleventh and twelve grade students this year. This is the first time the program has been offered and it has been well-received by students and firefighters. There is no out-of-pocket costs for students. Completing the course earns college credits for students. Firefighter state certification is offered at the end of the program.

Participating students will complete classwork at school and the Owatonna Fire Department will host five hands-on days throughout the school year. The program covers all the basic firefighter courses needed to become certified through the Minnesota Fire Service Certification Board at the Firefighter I, Firefighter II and Hazardous Materials Operations levels. These certifications are required by many fire departments.

Trick or Treat Event

The Parks, Recreation & Facilities Department is hosting a booth at the Downtown Trick or Treat Event October 28 in Central Park from 11 a.m. until 1 p.m. Dress up the whole family and take a picture in our life-size picture frame and post it on Facebook on the Trick or Treat event post the morning of the event or email it to prdept@ci.owatonna.mn.us to be entered to win a 2024 River Springs Season Pass! There will be lots of candy, Halloween prizes and even treats for your puppies! The department wishes to thank the Owatonna Business Partnership for hosting the event and providing an opportunity for the City of Owatonna to participate.

Boulevard Tree Orders

Boulevard trees that have been removed due to damage or disease may be replaced by request from the property owner for a fee of $100 for large variety trees or $80 for small variety trees. City staff orders, plants and provide long-term maintenance for boulevard trees. Visit OpenGov – Boulevard Tree Order Form to submit a request for a replacement boulevard  tree. All forms will be reviewed by the City Forester to ensure appropriate size and variety is selected for the requested property address. Trees ordered this fall and winter will be planted next Spring.

Stormwater Management 


Clean H2Owatonna is the City of Owatonna’s Stormwater Management Program designed to help reduce pollution in streams, rivers and waterways. Check out the tips below to support the program.

Clean streets for clean water!

In urban areas, stormwater carries phosphorus and other pollutants directly into Minnesota’s water resources through drainage systems. Unlike Owatonna’s household wastewater, stormwater does not go through the Wastewater Treatment Plant. In many cases, stormwater is discharged directly to rivers and creeks.

Fall clean water tips: 

  • Volunteer to adopt a nearby storm water drain and receive a complimentary rake to keep it free of leaves and debris. To obtain a Storm Drain Marking Kit, email stormwater@owatonna.gov.
  • Sweep up grass clippings, leaves and other debris from driveways, sidewalks and the street.
  • Keep gutters clear of leaves and other debris.
  • If fertilizer lands on hard surfaces during application, be sure to clean it up so it doesn’t run off with the rain. 
  • Dispose of pet waste properly even as the weather turns cold.
  • During routine preparations for cold weather, check vehicles and outdoor equipment for leaks.

Does your business provide winter maintenance services?

Deicing salt accounts for approximately 75 percent of chloride found in our waterways. During precipitation events and snowmelt, stormwater gathers excess salt and washes it into our nearby streams and lakes. The remaining 25 percent of chloride in surface and groundwater is from water softeners. Chloride in water has major negative impacts to wildlife, the environment, and us.

Knowing how much salt to use and the best time to apply is critical to keeping the balance between safe roads, driveways, parking lots and sidewalks and a healthy sustainable environment.

The City is proud to say, all winter maintenance crew members are Smart Salting Certified!

Ways your company can make a difference:  

  1. Get your crew Smart Salting Certified. Follow this link for information on getting certified: Smart Salting training | Minnesota Pollution Control Agency (state.mn.us)
  2. Familiarize your crew with proper application techniques such as applying the right methods or tools given weather conditions, measuring pavement temperatures and equipment calibration. 
  3. Make sure to properly store the salt undercover, away from storm drains and on a hard surface.
