City of Owatonna Weekly Meeting Schedule

The public is invited to attend the following City meetings this week. Agendas, meeting minutes and City Council packets are available in the Agenda Center on the City’s website: https://owatonna.gov/agendacenter.

October 4: Joint Powers Board Meeting at 4 p.m. at the Steele County Administration Center, 630 Florence Avenue

October 8: Chili and Wild Rice Soup Feed from 4 until 7 p.m. at the Owatonna Fire Hall with an Open House to kick off Fire Prevention Week, 107 West Main Street

October 9: Park Board Meeting at 4:30 p.m. in the West Hills Social Commons, 500 Dunnell Drive 

October 10: Human Rights Commission Meeting at 5:30 p.m. in the Second Floor Conference Room at City Hall, 540 West Hills Circle. Planning Commission Meeting in the Gainey Room at the Owatonna Public Library, 105 North Elm Avenue

Owatonna City Councilor Kevin Raney appointed to CGMC Board of Directors

The Coalition of Greater Minnesota Cities (CGMC) recently appointed Owatonna City Council Vice President Kevin Raney to its Board of Directors to serve as Co-Chair of the organization’s Transportation Committee. The CGMC Board is appointed by the incoming President each year.

The Board of Directors is responsible for governing the statewide organization as it seeks to advocate for the interests of its member cities in Greater Minnesota. As Committee Co-Chair, Raney will be tasked with helping determine legislative priorities related to transportation and crafting strategies with other board members to ensure that the critical transportation needs of CGMC member cities are front and center at the Capitol. “We are excited to have Kevin serving as one of our leaders on transportation advocacy,” said CGMC Executive Director Bradley Peterson. “Kevin brings a wealth of knowledge and passion to transportation issues, which he gained through his leadership in advocating for the funding of Highway 14 safety projects. We look forward to working with Kevin on policies that will help Owatonna and other cities in Greater Minnesota effectively address their transportation needs.”

The Coalition of Greater Minnesota Cities is a nonprofit, nonpartisan advocacy organization that represents cities outside of the Twin Cities metropolitan area. Fire Department Chili Feed October 8

The Fire Department’s annual Chili/Wild Rice Soup Feed is on Sunday, October 8 from 4 until 7 p.m. at the fire station, 107 Main Street West. The event benefits the Owatonna Firefighters Relief Association. Tickets are $10. Kids ages five and under are free. Tickets are available at the fire station, from all Owatonna firefighters and at the door. Equipment will be on display and firefighters will be available to answer questions as part of this event. Hope to see everyone there!

Mitch Terpstra Selected as 2023 Firefighter of the Year

Will be honored at banquet on October 12

The Owatonna Fire Department is proud to announce Paid-On-Call Firefighter Mitch Terpstra as the 2023 Firefighter of the Year. Fire Chief Ed Hoffman selects an individual for this honor with input from staff annually. Terpstra will be recognized at the October 12 Exchange Club of Owatonna’s 2023 Firefighter Recognition Banquet honoring all firefighters who serve Owatonna.

The criteria used to select the award recipient includes performance above and beyond the regular duties of a firefighter, being a genuinely good person, the desire to be a good firefighter, being a good team member and using knowledge and skills in a positive way that improves the department overall.

Mitch joined the Owatonna Fire Department in 2019 as a Paid-On-Call Firefighter. Prior to Owatonna, he was a part of the Villard Fire Department for 4 years as a volunteer firefighter. When Mitch moved back to Owatonna, one of his goals was to get on the Owatonna Fire Department. In 2019, this goal became a reality and Mitch accepted a position with the Owatonna Fire Department. When Mitch is not assisting the fire department, he is a Lawn Care Sales and Operations Supervisor for From the Ground Up.

Community members are invited to attend the banquet on October 12. Tickets are $25 and only available in advance at Kottke Jewelers, Owatonna InstyPrints and at the Owatonna Fire Station.

Human Library Welcome Week event

Human Library – 2023 Welcome Week

The Owatonna Human Rights Commission (OHRC) hosted a Human Library during the 2023 Welcome Week on September 14. Twenty-eight books (humans) were available for participants to check out and learn about them. Dave Emanuelson, OHRC Commissioner organized the event and hopes to offer a similar event during next year’s Welcome Week.

Restorative Burn at Leo Rudolph Nature Reserve

A controlled burn is scheduled to be done on the north half of Leo Rudolph Nature Reserve Monday, October 9. If inclement weather occurs, a backup date of October 23 is scheduled.

Residents in the areas surrounding the park may wish to close their windows the day of the burn. The Owatonna Fire Department will conduct the controlled burn. They will leverage this opportunity to perform a training exercise.

Such burning benefits prairie areas by stimulating grasses and wildflower growth which improves habitats in nesting areas for pheasants and nongame birds. It removes old vegetation to make room for new growth. The burn is done annually, alternating between the north and south sections of the park.

Park Passport Program

The Park Passport Program that goes through October 22 is free. Find hidden passwords and submit a fully or partially completed passport to be eligible to win a River Springs Water Park Family Pass ($180 value), a sports package ($150 value), fishing gear ($150 value) or a Park & Recreation gift card ($100 value). This Owatonna Parks and Recreation program promotes healthy lifestyle choices for families and individuals by encouraging exploration in parks and on trails. Enjoy outdoor amenities through this passport for Mineral Springs Park, Leo Rudolph Nature Reserve, Dartts Park, Buxton Trail, North Straight River Parkway, Kaplan's Woods Trail, 18th Street Trail, Manthey Park, Muckle Trail and Kaplan's Woods Parkway. Public Hearings for Special Assessments

2022 Street & Utility Project (15th Street NE, Linn Avenue, Selby Avenue) & Havana Road State Aid Project

During the October 3 City Council Meeting, costs were declared and a public hearing date was set for the 2022 street and utility and the Havana Road state aid projects. The final cost of the projects will be $2,402,651 for the 2022 street and utility project and $1,017,507 for the Havana Road state aid project. They will be paid for through a combination of City funds, Owatonna Public Utilities reimbursements and special assessments. The proposed assessment amount for the 2022 street and utility project is $363,616 which equals 15.1 percent of the project. The proposed assessment amount for the Havana Road state aid project is $99,638 which equals 9.79 percent of the project. The City of Owatonna will collect the assessments as reimbursement for expenses incurred as provided by City policies and state statute. The public hearings for these two projects will be held during the November 7 City Council meeting to be held in the Charles S. Crandall Center (City Council Chambers) at 540 West Hills Circle beginning at 7 p.m.

Parking Restrictions by Former High School Modified 

The "No Parking" and "School Zone" signs adjacent to the former high school are being removed, They are no longer needed due to the new high school opening this fall in another location. Those parking restrictions were instituted to preserve on-street parking for nearby residents during school hours. Also, these residents will no longer need to register and display permits for their vehicles. Please note, city-wide winter even-odd parking restrictions will now be in effect on these streets. Signes will be removed from the following streets:

  • Prospect Street SE, University Street SE, Phelps Street SW - from Elm Avebue S to Lincoln Avenue S
  • School Street E - from Elm Avenue S to Chambers Avenue SE
  • Academy Street E - from Grove Avenue S to Lincoln Ave S
  • Rice St E - from Elm Avenue S to Grove Avenue S
  • Grove Ave S - from Rice Street E to South Street E
  • Harriet Ave SE - from School Street E to South Street E
  • Lincoln Ave S - from Academy Street SE to University Avenue SE
