Engineering Updates 10/1/2021

Construction has begun and various projects can be seen around The City of Owatonna. Please slow down and use caution when approaching a construction zone.
 We thank you for your patience as these projects are completed. 

2021 Construction Projects:

 2021 Bridge Street: 

Work this week included completing storm sewer installation, utility coordination,

subgrade preparation, and subbase placement at the 24th Avenue intersection.


Next week work is planned to include the remaining subbase placement, base

placement and trimming. Once the road base is placed and trimmed to the

appropriate elevation, stringline will be set, and concrete paving will commence.

The paving is anticipated to begin in approximately one week, is expected to

continue for about 2 weeks to pave the remainder of Phase 1A and Phase 2.

Following this, the concrete typically takes between 7 and 14 days before it can

be driven on so please use extra caution while paving is occurring and do not

enter the area until the road is open to traffic.


The intersection of Park Drive and W. Bridge street is open to three directions of

traffic, with the north, east and south legs open to both directions of traffic

and the west leg closed to traffic during this phase of the project. Some work will

continue to occur along the roadway and at the Park Dr intersection as needed.

Please continue to use caution and follow the detour routes as work will continue

to finalize Phase 1 and progress Phase 2.


This project is phased and is anticipated to generally follow the phasing plan as

shown in the image below. Currently, the contractor is performing minor work

within the “Construction Phase 1” area as outlined in blue with the majority of

work within “Construction Phase 1A and Phase 2” areas as outlined in pink and

green, respectively.

2021 N Cedar Streetscape

Work This Past Week

  • Within the 300 Block
    • Remaining seat block and planter foundations were poured.
    • Electrical and irrigation conduit was placed.
    • Light pole bases are being poured.
    • Subdrain is being installed.
  • Within the 200 Block
    • Temporary water services have been connected to the buildings.
    • Existing light poles and foundations were removed.
    • Sanitary sewer main was installed.

 Upcoming Work

  • Within the 300 Block
    • Continued subdrain installation is anticipated.
    • The sidewalk subgrade is anticipated to be prepared and aggregate base placed.
    • The road subgrade will be prepped, and the subbase and base will be hauled in and placed in preparation for concrete paving.
    • Concrete paving is anticipated to begin at the end of next week with sidewalk, followed by curb, gutter, and mainline pavement over the next few weeks.
  • Within the 200 Block
    • Sanitary service installation is expected.

Watermain and service installation will follow.

2021 Truman Avenue: 

This week:

Northland Grading & Excavating completed work on Storm Sewer and Water Main between South St. & Murray St.  They started the week working on Storm Sewer, and completed the Storm Sewer Arch Pipe up to Murray St.  On Tuesday of this week, Crane Creek Asphalt was on-site and paved the base course lift of the bituminous pavement from Main St. to University St.; and Northland Grading continued work on Storm Sewer Arch pipe on this day as well.  Northland finished the remainder of the week working on the rest of the Storm Sewer Arch Pipe and Water Main.

Next week:

Legends Concrete is scheduled to be on-site later next week: to continue forming and pouring the concrete sidewalk & entrances.   

Northland Grading & Excavating will be continuing work on the Storm Sewer, from where they left off at Murray St., working South towards Havana Rd.  They may also be working on Water Main between McIndoe St. and Havana Rd., as well as wrapping up the sub-cut & subbase grading at Prospect St. and continue southward.

Concrete work is weather dependent and if delayed by weather or other delays, the concrete pavement will be moved back to the next week.


Intersections affected: 

Side-road access at the Murray St. intersection may be temporarily closed next week for work on the, Water Main, and Storm Sewer to be completed.  

Prospect St. & Truman Ave. intersection is temporarily accessible to traffic, but no sub-cut or subbase grading has yet been completed here; so, access at this intersection may not be advised if site conditions are wet from rainfall or for low clearance vehicles.  This intersection will be temporarily closed though when the sub-cut and subbase grading work is underway at this intersection.  So drivers and pedestrians may want to take alternative routes to avoid this intersection if possible.  

Side-road access at Agnes St., Academy St., School St., Phelps St., and University St. are paved with the first lift of the bituminous pavement and are open to drivers and residents.

The temporary access lane at the cul-de-sac of Academy St. has been removed, but the finish grading and topsoil shaping work still remains to be completed at this location.  

Residents needing to access the cul-de-sac at the East end of Academy St. should have full access across Truman Ave. now that the intersection has been paved with the first base course lift of the bituminous pavement.

Side-road access across Truman Ave. at all other intersections along the project will continue to be maintained for traffic and residents.  Drivers are encouraged to take alternative routes, if possible, to avoid construction activities on the project.
